Well, when I first started reading it I thought perhaps I was reading a 
trasncript of one of George W. Bush's speeches... :)

..and then I realized that unlike Bush,  these are actually coherrent 
chunks of text that look like they may have been taken from disparate 
web pages.

Does it only happen in notepad?  Can you find any of this text on the 
user's PC?  Could it perhaps be in memory somewhere?  (meaning, perhaps 
the user browsed pages with this text in them)  Could these phrases be 
"leaking" out of memory? 

Have you found any odd programs on the person's system?  Anything odd at 
all besides this?
