Could it be that you are confusing transmission/receipt of analog
signals and digital signals? In the digital world you can distinguish
between 0 and 1 even in signals which could be considered absolute crap
from an analog perspective. 

BTW: The FCC authorizes higher power levels for point-to-point
connections. A quick Google search found this:
