ええと、おっしゃられる画面は私も経験があって、
「We apologize for the inconvenience, and hope we'll see you again on Google.」
とかで検索すると、結構な画面がみれます。

もとは、こいつの対策だったんじゃないかと思います。

今回は、これに加えて、CAPTCHA(Completely Automated Public Turing test 
to tell Computers and Humans Apart)の手入力を求めているのが新しいと思う
のですが、その画面がまだないなぁと思って、ご存知中田いらっしゃらないかと
思ったしだいです。

とりあえず、知り合いの会社で起きたらしいのですが、FirewallのGW IPが
ブラックリスト化されて、一時期、Googleが全社で使えなくなって、大混乱
だったようです。
