I agree. It's difficult to believe that someone could vote "wrong" several times because they're touching their palm to the screen. It seems more like a problem with grounding, as you point out or the sensitivity of the screen.
If it's a widespread people problem, it's not the people's problem, it's the UI designer or programmer's problem.
